Overview

Creighton McMurray focuses his practice on public utility regulation and administrative law.

Prior to joining the firm, Creighton was Counsel and Chief of Staff for a Commissioner at the Public Utility Commission of Texas, where he conducted extensive legal research and briefing on complex issues related to contested proceedings, rulemakings, and competitive market design in ERCOT, the Southwest Power Pool, and the Midcontinent Independent System Operator. Prior to that, as a staff attorney for the Commission, Creighton represented Commission staff in contested cases, including base rates cases for both electric and water utilities, change of control proceedings, water rate appeals, interim rate proceedings such as transmission cost recovery factor and generation cost recovery riders, sale, transfer, and merger proceedings, and certificate of convenience and necessity amendments.
