Jessica Merrigan to Speak on Multiple Panels at the 2022 Missouri Air Compliance Seminar

Spencer Fane attorney Jessica Merrigan will serve as a featured speaker for three panels at the 2022 Missouri Air Compliance Seminar, presented by the Regulatory Environmental Group for Missouri (REGFORM) on November 10 in Columbia, Missouri.

The firm is also sponsoring the one-day event which features a hybrid format and offers the latest program information from the Missouri Department of Natural Resources’ Air Pollution Control Program as well as updates and insights on the latest regulatory and management developments. Jessica is one of many industry thought leaders featured at the conference who will discuss compliance challenges and provide guidance on nuanced regulatory areas.

She will speak on the following panels:

Impact of Environmental Justice on Siting, Permitting, Operations, Citizen Monitoring, Enforcement and Remediation
This session will explore the U.S. Environmental Protection Agency (EPA)’s new environmental justice enforcement initiative that focuses 50% of inspections on “overburdened communities,” emerging environmental justice community groups; nonregulatory monitoring, $3 billion in EJ block grants, Justice40 projects, and the plethora of new guidance documents.

Local NGO and Air Monitoring
This presentation will examine some of the current air quality monitoring methods, discuss how they can be used to evaluate a facility, and provide practical tips to help minimize the possibility of being impacted by their use.

Update on Proposed Changes to RMP (the Proposed Safer Communities by Chemical Accident Prevention)
This update will cover recent EPA-proposed revisions to strengthen the Risk Management Program (RMP) rule, which requires industrial facilities with high accident rates to prevent accidental air releases of dangerous chemicals that could cause deaths, injuries, or property and environmental damage, or require evacuations in surrounding communities.
