David Waters Authors Treatise on Kansas Land Use for American Bar Association’s E-Report

October 19, 2022

Spencer Fane attorney David Waters recently offered practical guidance relating to Kansas land use matters in a treatise published in the 2022 Summer issue of eReport, the quarterly digital publication from the American Bar Association’s (ABA) Section of Real Property, Trust and Estate Law.

In his treatise, Kansas Practical Guide to Zoning and Land Use Changes, David guides practitioners through the complex industry of land use, with overviews of comprehensive plans, zoning ordinances, subdivision regulations, and their relationships with other federal and state laws. He also addresses how land use change comes about through the rezoning process, the issuance of special use permits or conditional use permits, and the granting of variances.

Throughout his treatise, David shares practical examples and practice notes, and outlines several ethical situations of which practitioners need to be aware.

At Spencer Fane, David helps a diverse network of clients in the governmental, business, health care, and hospitality industries successfully handle the full range of legal needs related to successful real estate transactions, ensuring projects stay on time and on budget. His broad experience includes development, transactional, contractual, planning and zoning, legislative and administrative, health care, and licensing projects.

David also serves as the Mayor of Westwood, Kansas, in the Kansas City metro area.
