Spencer Fane Bolsters Real Estate Bench With Experienced Attorney, Elected Official

Spencer Fane LLP is pleased to announce David E. Waters has joined the Real Estate practice group as a partner in the firm’s Overland Park, Kansas, office.

Waters’ unique private practice serves a diverse network of clients, involved in the governmental, business, health care and hospitality industries. His broad experience includes municipal, development, transactional, contractual, planning and zoning, legislative and administrative, health care and licensing related to complex real estate projects. Working on all phases of commercial, retail and industrial real estate development, he has extensive familiarity with leasing, land use, governmental approvals and public incentives matters.

Waters’ health care practice focuses on hospital and medical office development, medical office leasing, condominium and property tax concerns and governance of public or municipal facilities.

In addition, Waters engages in municipal and public law work with local cities and school districts that he counsels on matters related to governmental authority and procedures, economic development, legislative policy and administrative enforcement. He also assists clients in the formation, sale and acquisition of businesses and practices. Additionally, he works with hospitality clients on licensing matters for hotels, restaurants, entertainment venues, and grocery stores.

Waters also serves as the current Mayor of Westwood, Kansas, a city located in the Kansas City metropolitan area. He is a member of the board of directors for the City Attorneys Association of Kansas and was recently elected as 1st Vice President of the Kansas Mayors Association. His municipal service and experience informs his ability to effectively represent businesses and other private clients and contributes to his ability to help them build relationships with key governmental stakeholders in real estate projects, and he has a strong track record of representing them before governmental entities.

Waters completed his undergraduate studies at Kansas State University and earned his Juris Doctor from the University of Kansas School of Law.
